I had your same problems with Xiaomi Redmi 5 Plus and I solved it like this:
- I did the reset of the default APNs (by default it restored the Vodafone APNs)
- I added the APN for classic navigation, saving it with the name “Acc. Internet from cell "
- I added the APN for tethering saving it with the name "Thetering internet"
In this way it allowed me to save both APNs and I solved the problem.

2) Double check step by step that you have copied and entered all the settings exactly as described ... I did the same trick too, but it was I who was skipping some settings.
3) When you set them all, press the button at the bottom and before exiting choose "save"
Sorry but does it only with this APN or with others? Safe to save correctly?
